What we do

The role of the SOLAS Data Analytics Unit is to support evidence-based decision making across our organisation, the ETBs and our parent Department, by analyzing, interpreting, and presenting national FET data. We transform raw data into actionable insights that help inform strategy, monitor performance, and improve learner outcomes.

Key tasks:

  • Embed a data-driven culture within SOLAS and the FET sector by working with internal and external teams to understand data needs and offer tailored solutions, using visualisations and building data platforms (such as the Strategic Performance Agreement Targets Tableau dashboards), leading a group of SOLAS-ETB data champions and providing training and guidance on how to use and interpret data.

  • We publish annual statistical reports on national FET learner profiles with key information on learner enrolments, completions, and certified completions , enabling us to track system outcomes and to identify trends to build foresight and projections. Other publications include annual statistical reports on specific cohorts, such as learners with a disability, and learners from the Roma and Traveler communities. This further enables us to identify disadvantage and promote inclusion.

  • To be of value, FET statistics must be trusted. We ensure that our data that informs FET statistics and insights is of high quality and adhering to the ISSCoP standards: professional independence, timeliness and punctuality, accessibility and clarity, commitment to quality and confidentiality.

  • Build research capability to evidence FET learner outcomes by monitoring their progression to employment and to third level education in collaboration with the CSO. This ensures that planning and provision of Further Education and Training is economic, efficient, and effective.

  • We represent SOLAS (and Ireland) on the Expert Group on OECD Pisa-VET International Assessment, the CSO National Data Analysts Network, the CSO Education Statistics Liaison Group and the DFHERIS Expert Group on FET Projections and DFHERIS Sectoral Research & Evaluation Group.

  • We report on overall FET outcomes, using both quantitative and qualitative measures, on FET statistics to the DES, DSP, several units in DFHERIS including the ESF Managing Authority on long-term results indicators, Eurostat, OECD, etc.

  • Working closely with SOLAS IT, ETBI, various SOLAS units and the ETBs, we ensure that PLSS data is accurate, valid, reliable, and complete.

ISSCoP- Irish Statistical System Code of Practice
To ensure and continue to improve trust in the quality and impartiality of the statistics produced in the FET Facts and Figures reports, the Programme and Learner Support System (PLSS) data that informs the annual FET Facts and Figures publications is currently being assessed by the Central Statistics Office (CSO) for the ISSCoP certification. This quality assurance mark means that the PLSS data that informs the FET Facts and Figures publications will be designated as Official Statistics in the Irish Statistical System. This ensures that FET Facts and Figures report statistics comply with the five ISSCoP principles.

Methodology

Under the FET Act, SOLAS has a statutory function to organise, coordinate and fund FET courses and programmes in Ireland. To fulfil its statutory mandate, SOLAS created PLSS to enable the strategic planning and funding of FET courses and to monitor FET performance through learner profiles, progression and outcomes. In addition, PLSS can be linked with other public datasets using the unique identifier, PPSN or the Personal Public Service Number. This enables evidence to be generated on FET progression and outcomes, thus providing a solid foundation for the FET Strategy and the Future of FET.

The  FET Facts and Figures annual reports have been published annually since 2018 and provide an overview of key national level FET statistics and use the PLSS database. 

The FET Facts and Figures reports have two main sections:

  1. Learner enrolments

  2. Learner completions, with a subsection covering certified completions. 

In the reports, there is information on learner start age, gender, delivery type, Principal Economic Status (PES), nationality, country of birth, counties, International Standard Classification of Education (ISCED) broad field of study, the Irish National Framework of Qualifications (NFQ) or Equivalent, programme category, county of residence, nationality, country of birth, highest level of formal education, certified completions by outcomes, and certified completions by ISCED detailed field of study according to learner activity.  To ensure concepts are clearly defined and understood, a definition of terms exists at the back of each FET Facts and Figures report. Dissemination and Revisions

SOLAS is committed to publishing open data where possible. The reports and statistics produced in FET Facts and Figures reports are available to everyone free of charge in an accessible format for re-use and redistribution. Annual FET Facts and Figures data can be downloaded in accessible formats, (csv, Json-stat, PX, and XLSX) on the CSO’s PxStat Open Data Platform. This data is also available on Ireland’s Open Data Portal for the Irish Public Sector
All FET Facts and Figures publications are also available for download as pdfs from the SOLAS Data Analytics Unit's webpage which can be found here.

Where the format, content or methodology of published figures in FET Facts and Figures are altered and revised in future iterations, notice of such revisions will be communicated on CSO’s PxStat Open Data Platform for subsequent releases. Where an error occurs in a published output, we will address this promptly and place a notice on the affected statistical release, making any correction as soon as possible. Release Calendar

The release date for the FET Facts and Figures publication is set for the end of June each year using PLSS data from the previous year. A release calendar for upcoming FET Facts and Figures reports is published each year on the CSO Statistical Work Plan Statistical Work Plan 2025 - CSO - Central Statistics Office.

Statistical Disclosure Control

SOLAS Data Analytics Unit is committed to ensuring that all PLSS data that informs the statistics produced in FET Facts and Figures reports is compiled to the highest standard. Our approach to statistical disclosure control is based on Central Statistics Office’s guidance on confidentiality in official statistics. 

We are at all times committed to ensuring that the integrity and confidentiality of individual data subjects (i.e. FET learner data) microdata is maintained. Broad classifications and aggregation are used to protect against disclosure of information pertaining to FET learners. Where there is a risk, statistical disclosure control techniques are employed to safeguard the confidentiality of information about FET learners. All confidential micro data is stored in a secure folder on the network / data hub and access is strictly limited to statisticians in the section along with economic research and evaluation staff in the department.

The Data Analytics Unit is committed to supporting the re-use of data collected for analytical and policy-making purposes in a secure, efficient and transparent way, in line with the Public Service Data Strategy 2019-2023, the National Statistics Board Strategic Priorities for Official Statistics – 2021-2026 and the Open Data Strategy 2023-2027.
